Services for Specialised Operators (SPO)

If you conduct ‘specialised operations’ (aerial work) within Europe then you need to comply with the European Air Operations Regulation. The regulation requires operators to have a ‘management system’, conduct additional flight crew training and specify aircraft operating procedures (see specialised operators).

Implementation

We can conduct a gap analysis, develop a project plan, update your documentation, train your personnel and coach you through the introduction of safety management and compliance monitoring systems. There is no standard template for this, and we can’t do all the work for you, but we can help you to implement the new regulations in a practical way that will work for your organisation.

Operations Manuals

Specialised Operators are required to have operations manuals that describe how their operation is organised and how the aircraft will be operated. Parts of this manual can make use of proprietary information, such as the aircraft manufacturers manuals or navigation data provider information (e.g. Jeppesen charts). Other parts of the manual will need to be developed for the specific organisation.

If you have better ways to spend your time that writing manuals then we can assist. We’ll talk to you to understand your needs and your operation. If anything needs to be changed then we’ll let you know and we’ll then produce a clear document that will not only meet the regulatory requirements but will also be useful to pilots and other staff in the organisation.

Authorisation of High-Risk Commercial Specialised Operations

Authorisation is required for operators conducting high-risk commercial specialised operations. We can assist with this process by working with you to identify hazards, assess risks and develop mitigations. These mitigation methods are then documented in a ‘standard operating procedure’ (SOP) which forms part of the operations manual (or an appendix to the manual).

Compliance Monitoring (audits)

Specialised (SPO) operators are required to have an internal audit (compliance monitoring) programme.

Specialised operators also have to ‘ensure that when contracting or purchasing any part of it’s activity the contracted or purchased service conforms or product conforms to the applicable requirements‘ [ORO.GEN.205(a)]. SPO operators typically outsource a whole range of services including flight planning, aircraft handling, pilot training, and even operations control.

If you don’t have a team of full-time auditors then it makes sense to find someone to conduct internal audits and to audit sub-contractors and service providers for you. McKechnie Aviation can assist by conducting individual audits, longer-term oversight programmes and by developing audit pooling arrangements so that your providers can be audited once on behalf of several operators.

Compliance Monitoring Management

If you want your compliance monitoring function to be professionally managed without the need to employ a full-time compliance monitoring manager then we would be happy to do this for you. We’ll work with you to develop a compliance monitoring programme, nominate a named individual to act as your compliance monitoring manager and provide you with regular reports so that you can ensure that every part of your operation works in accordance with regulatory requirements and your own procedures.

Alternative Means of Compliance

Many of the requirements for specialised (SPO) operators are implemented by means of ‘Acceptable Means of Compliance’ (AMC) rather that ‘hard law’. This means that operators can choose to implement an ‘Alternative Means of Compliance’ (AltMoC) as long as the operator can demonstrate that the underlying ‘implementing rule’ is met and that the AltMoC will provide an equivalent level of safety to the published AMC.
